But as Teddy's biographer Edmund Morris points out, these sorts of omissions make sense in the delicate realm of international diplomacy. It suited everybody concerned that blank paper should obliterate the diplomatic record. Wilhelm was still free to end the crisis without evidence of being coerced. And surely, Teddy's good with that. He understands the need to let national leaders say face. After all, his goal isn't to use the big stick, which, in this case, is George Dewey and his fleet.
