Do Biden and Newland's Comments Suffice to Declassify the Operation?

CNN's John Defterios says Congress should investigate the legality of a classified operation in Afghanistan. He argues that if Biden and Newland made statements saying it was covert, they would have been able to change its legal status. The administration is unlikely to answer hypotheticals but could be cornered into answering questions about whether or not those comments were sufficient for them to make an official announcement.
