There are certain yeast strains that in brewers wort don't produce alcohol. That could be because they don't consume maltose or maltotrias. And another thing is also just brew with very little grain. You're going to use very little grain and a non alcoholic beer, but you could even use less. Brew beer that's 1.002 specific gravity and then ferments down to 1.001,. Or something that there's just not enough sugar in.
