It is safe and effective for youngsters to lift weights at virtually any age. Use of medicine balls, used o elastic bands, use of light dumb bells and potentially a bar bell are all good ways to start loading an athlete. If children don't do resistance training in their younger years, there's a massive disadvantage when it gets to the point of late adolescence and then adult hood.
