Most of the Western game developers would go for the US audience. The rest of tier one UK, France, Germany and some Western Europe was obviously something that's become more relevant. Then there was always the South East, the Asian market, the Southeast Asian market,. Most of the Western developers avoided somewhat because they were unaware not only how to localise but to create content for those countries. Many companies wouldn't even touch the Japanese market. There needs to be a lot of work done in those regions.
