Article 5 - Is There a Textual Hook in Article 5?
Lawrence Lessig: Article five is pretty clear. It says that constitutional amendments shall be valid to all intents and purposes as part of this constitution when ratified by the legislatures of three fourths of the several states or by conventions. But there isn't any kind of textual hook in article five that specifically gives congress additional ability to impose additional constraints on the states beyond what article five specifically says, he adds.
