The congress party is seen as pro-immigrant simply because it is benefiting from some kind of a vote bank right and that perception is also sharpened when in 1980 particularly when mrs. Gandhi you know makes the chief minister of Assam a lady of Muslim origin called Anwarat Thaimur who's a first Muslim movement chief minister of any state in India. The act was passed in 1983 which meant neighbors of suspected illegal immigrants had to go and complain about them so effectively what the government was bargaining was that we could bring in such a law people would tell the people of Assam that listen we have done something for you but at the same time you put the owners on communities which are unlikely
