The time of birth is tihtend to the rising sign, which is the sign of the zodiac that was rising up over the stern horizon where the sun rises each morning. The ascendant changes about every two hours and moves very rapidly so it's more personally tied in with you than other signs. Some astrologe specialize in helping people identify what their correct rising sign is or what time they were born based on reverse engineering a person's life events.
