Is It Hard to Motivate to Work on Animal Welfare?

I would expect that there are quite a few people who think that animal welfare is the most important thing to work on. But they find it more compelling to help humans because ty at large just isn't set up to make people feel empathy for chickens. I ther any other kind of global problems that people find it hard to motivate themselves to work on, perhaps, despite thinking that on some level, it justified if they did. It's like treating disease feels more motivating than preventing people from being able to repair theirselves as well any more. And so they just like never have diseases in them in the first place.
