Introduction

Garry nesner is a legend from the fbi, who wrote about his life as an fbi hostage negotiator. When we formed a stand alone unit after wako, we'd had a negotiation programm for many years in the fbi. i decided to name it the crisis negotiation unit to reflect that we did far more than hosses negotiations. Only about ten percent of what law enforcement negotiators do are technically hostige situations. 90 % of what police do,. including fbi, are more emotionally driven situations where the individual is acting out through frustration, rage, anger, confusion. And so those are those require rather more crisis intervention skills.
