Paul is referring to what we would say our institutional structures ideologies and movements that have a real concrete manifestation in how our lives are organized. For me to start channeling my money, maybe less towards Amazon, and more towards the benevolence fund of my local community of Jesus followers for him. That's a shift of allegiance from the powers to the risen Jesus, and that's very clear that's what he was all about. And then secondly on this fundraising mission for non Jewish followers of Jesus to raise their money together and then send it to impoverished followers of Jesus who were Jewish and Jerusalem for him this was an act of unity across the boundary lines of the powers.
