The Collapsing Interpretation

Conventional interpretation often misnamed the Copenhagen interpretation, which was actually something else. The collapse interpretation says that when we observe a quantum system, it changes to just one of those two and that's called collapsing. So why are people talking about observers? Like how did this come up? It has to do with knowledge because if this were true, then there would have to be a physical theory... And observation means the observer changing their physical state.
