The 1520s to maybe around the 1560s saw a wave of so-called Japanese pirates or Wukkou, who were maybe Chinese. The Dutch had established their trading posts in Southeast Asia as well as that hirado and they wanted a base close to the Chinese coastline just like Macau. "Dutch ships actually utilized their naval supremacy to wreak havoc in the China seas," he says.
