House Resolutions That Aren't Joint Resolutions With the Senate Means Nothing
The goal of september 20 seventh is that government funding across the entire federal government expires, meaning you would have a government shut down if they don't pass a spending bill. The senate is not going to go committee by committee like the house and vote on these bills. They do want to make sure that they're asserting themselves in the house's priority when they go into these negotiations with the senate. But that doesn't necessarily mean that that bill is going to include components that we see marked up in the house committees over the next two weeks.
