Is Renters Rights a Big Issue in the Budget?

Housing is shaping up to be a big issue for this government. A lot of it is tax measures that they think contributed to them losing the 20 19 election at the federal level, like negativeg capital gains tax. In new south wales, labor's got a social housing policy which could be something that starts rolling out through the budget. But renters rights, access to afordable housing and social housing that puts downward pressure on the rental market seem to me to be k armed drivers that both major parties just a missing at the moment.
