Is There a Significant Volume of People Coming to a Product Launch?

If there's no real like significant volume of people expressing interest proactively prior to launch, typically I would just wait until launch to then try to drum it up. And other, because if I'm trying to think through my strategy now, and it's only servicing a very small amount of people, I would rather think through a strategy that'll be more effective at the time of launch when strategies can be made public.
