The Importance of Load Sharing

I think there has to be some devolution in that sense. I don't, you know, look about the moral problem about Afghanistan. If India and Bangladesh and Thailand and China are all basically going to either side with the government in Yangon or turn a blind eye, there's nothing anyone's going to be able to do. Nobody thinks you can force the Chinese to do anything. And everybody understands. It's like we have a system that wasn't built for the stresses that are now being placed upon it. There is a question of whether people see the world in a very different way.
