This episode is about creating the thread which makes surprise inevitable. Most people use chekov's gun backwards - if there's a gun on the mantel in act one, it must be fired in act three. And we want it to be surprising, yet inevitable. That gun on the mantle makes a promise. But the only promise is the gun matters.
