You don't always have to go to individual contributors first. Do you ever jump to the bottom up strategy after you've like already tried to reach out to the manager and you've been ghosted or like you haven't heard anything? Like there's no harm in just asking if they can help you can touch if you show what's in it for them. And then that incentivizes that person to go talk to you about those things.
