There are a lot of countries that when you think about them, you don't think of being an amazing CG country. He has issues with sending payment for the website because there is no payment processors that he can easily get a hold of. My recommendation for artists use the internet, make use of it. Just be online and be creative, make yourself visit there. I learned from them, new ideas and they are very useful.
