The Other Barriers to National Consciousness

The project of decolonization shouldn't be to just try to create another Europe in another part of the world or to create more European countries. The problem for colonized people is that they can't simply assume the same kind of national identity because they don't have the same exploitative infrastructure. So it's important to keep this in mind and Fano is really warning how we can think about decolonization so as not to replicate the exploitative tendencies of European colonization.
