Xenophon's Proclamation Forbids Any City to Receive Them on the Ground That They Were Enemies

Decipus and Xenophon seem to have some kind of history of quarrelling. Decipus trying to make a private deal with soldiers, they throw rocks at him. Cleander gets one side of the story - this is bad. He declares that he would sail away and issue a proclamation forbidding any city to receive them on the ground that they were enemies. This isn't just one Spartan governor. If he declares us to be enemies, he could shut us out of basically every Greek city in the world that we care about.
