The New Deal Social Compact
The new deal state was in part by fix in its racest exclusions. Means tested programmes directed only at very poor peop who it is easy for middle class or white americans to view as somehow innately pathological or different. The way in which these programmes come about is not so much through a top down approach, that they are responsev to these verya kind of crusading and intent and passionate mobilization.
