Is the Speed of Light a Con, All Right?

If you have a universe in which there's no particles, do you still have a speed of light? It seems like maybe not, right? Because it's really just a description of the features of that universe. The claim all things being equal, one ought not to cause suffering is really only make sense when you apply it to a universe that has beings in it that can. Andif if you buy that, that's fine. But they only are instantiated in universes where they apply. Or if you prefer, i actually just like the view that, like, look, these are just true claims. They just may not always apply to certain things in certain universe, is right?
