John Avlon: Rustin, Louisiana gave Bucky's a lot of tax breaks and created an economic zone around the truck stop. He says there are already businesses in the area that will have to compete with Bucky's for customers and employees. Avlon: The city has 26 different zoning classifications; Japan gets by with just 13. "It's a sign of just how much American cities have got to be micromanaged from above," he says.
