UX Research in Government - Are There Limitations?

There are real limitations for being a UX researcher in government. You have to be very careful with how you intake and how you store information because many of them are from vulnerable populations. There's budgeting constraints, there's staff constraints; all of New York City government is 300,000 employees. And then there's some of the limitations that are, you might not think of right away.
