One of the main reasons that europe took off around 18 hundred was its massive use of fossil fuels. It seems like a group of people could have prompted a country tol start using fossil fueles earlier than it did. But inasmuch as there's like modhal places where it's plausible that that could happen, then small groups could change the course of history. And china and coal is one of the most popular examples an people that will sometimes say, well, the british have got all the coal, so that's why the industrial revolution happened there wich isn't true.
