I think that there's a social dynamic, however, that tends to dominate over that, which is that the naysayers are heard much more than the yay sayers. I mean, one of the things that I find in program committees is the program chairs will say, well, we need a champion for this paper. Nobody steps forward because championing a paper is really kind of risky. You're in a community of rather expert peers and you're going to stand up and say, you really like this paper.
