The Dilemma of Proportionality in the Constitution

There's a deep theoretical problem here that nobody knows how to solve. There is no easy way to have the percentage of votes translate into a percentage of political influence power and so forth. And then there are all parts of the constitution in which people don't want it to have direct proportionality.
