Putin's impeachment is being used to push the narrative that Russia faces a Western campaign. ICC decision has been welcomed by some precisely because of the idea that it closes the ring tighter on Vladimir Putin, writes Peter Bergen. He says even if Ukraine can and should be able to win military victory over Russian forces there is still much Moscow can do to mess with West in post-conflict world.
