Every election cycle, presidential contenders unveil plans to make healthcare coverage available. Julian Zelizer: Such plans are hard to design for a simple reason. He says Americans want access to all the best services and doctors. Zelizer: If patients want to waive the right to sue, they should be allowed to do exactly that.
