P2 leader Lucio Jellitt was a project of Admiral William Canaries, who was the intelligence chief of the Imperial Navy and the German Army during National Socialism in Germany. So they reached out to Lucky Luciano and he was one of the first recruits that the Navy had a direct operation and connection with. This then kicks off a whole bunch of secret meetings and operations. Later on, the CIA then gets very involved in making these alliances with organized crime.
