Protagoras argues that in order to survive, we need civic virtue. He thinks the capacity for justice must be universal and it's required for us to survive. Protagoras: Punishment as deterrence implies that virtue is learned. All human beings seek requittal from and punish those who they think have wronged them. The Athenians your fellow citizens especially do so. So it is with good reason that your fellow citizens accept a blacksmiths or a cobblaz advice in political affairs. They do think that virtue is acquired and taught.
