You Tested Them as a Father Does in Warning
The people of Israel were punished for their grumbling against the Lord, by being bitten by serif serpents. And it was on to say that in return for their foolish and wicked thoughts, which led them a straight to worship irrational serpents and worthless animals, you sent upon them a multitude of rational creatures to punish them. So we're tested as a father doesn't warning versus examining the ungodly as a stern king does in condemnation.
