The Red Army and the War in Ukraine
The Russian army has internalized this cultural notion that brutality is proof of determination to win and therefore the more brutal you are, the more committed to winning you are. Putin basically legalized war crimes in occupied Ukraine by passing a law saying that no one can be charged with violating international or domestic war crime laws. Even among normal people who are probably rooting for Ukraine there is still this underlying assumption that Russia's a normal country that got itself into a mistake. The Russians have never been able to reach critical mass institutionally as we see on state TV.
