I think there's a constant reaction against dulness. You can also see this as a huge virtue for the victorians, with their attention to duty and responsibility. The supposedly dull and seriousa germany full of dull and serious bureaucrats is none the less the country in which so many terrible things happen. So there's always this sort of thi conflict between the praise for dulness as seriousness and stability and duty, and then the horror of it as bureaucracy and conformity or so on and so forth.
