Duke was one of the first universities to have a plan put in its long term plan, or ten year plan, that every department in the university would have at least one african american professor on its faculty. This was then interpreted as not as a a consequence of low numbers and the over ambitiousness of the initial plan. Instead of being interpreted in that manner, it was attributed to racism. Other groups have used the same strategy to shut down discourse on cultural issues," he says.
