The Civil Rights Act of 1866 and the Voting Rights Act

In 1866, leadership in Congress created a joint committee on reconstruction. The Joint Commission report at the end of the investigation was that presidential reconstruction was not working. Republicans drew up legislation that they began to pass in the summer of 1866. They passed the Civil Rights Act of 1866 which defined citizenship for the first time.
