The History of the Referendum Stroke Plebiscite
The offer was made that the Indian government would allow for self determination by way of a sort of referendum stroke plebiscite in each of these disputed areas. It was taken not with respect to Kashmir, but actually first announced with respect to Jhunagar and said that we are willing to make this applicable as a principle to everything provided Pakistan is willing to kind of adopt the same attitude. There were many discussions within the Indian cabinet and the defense committee of the cabinet on what is the right measure do these things. And decisions were arrived at by consensus.
