In the book of Exodus, God reveals himself to a people who are familiar with Wild West justice. He's speaking to a community that does not know him and doesn't necessarily know there are restrictions on what you can do to other people. What he's teaching them is not only a new way to be but also his identity: "I am a God of justice"
