If you can plan two years out, then you can nearly guarantee a win with the right amount of money funneled into the budget. But if you plan six to nine months ahead of time, you can still have a very serious impact. I believe in Trinidad and Tobago, it was at least nine months altogether, but they started engaging a couple of years ahead of the time. That happens all over the world, not just in third world countries.
