The Importance of Intention in Moral Acts

The church teaches that when we perform an act there's actually three different parts to it. The object has a material aspect and a formal aspect which is its relation to reason. All these things together make the act. So do you judge a moral act based off of its end? That's how a lot of people in the world today judge the moral acts, another word for end we could say is either the intention or the consequences. We've all heard the road to hell is paved with good intention but maybe we don't understand why.
