Both the ADA and UBI are primarily about care rather than fairness. People have a sense where if you've just been screwed over by bad luck, people consider that quote unquote unfair. It is a way really for people to convert arguments about care into arguments about fairness. And it's like, well, if you agreed to it, then you are on the hook for it, you better do it.
