There are 13 states that have a prepaid contract plan. There are five states that have pre-prepaid plans. These can be very useful plans if brought in as a component of your overall financial plan. Because they're backed simply by a guaranteed contract and a promise to pay by an external entity, you're not necessarily subject to the same market forces.
