Is There a Way to Change the Preferential Trade Rules?

There is a reasonable amount of apparel assembly done in central america these days, not as much as i think some would liked. But the fight's over whether you change the rules. The there is what's called a short supply petition, which is also in almost all our preferential agreements. Is that if a component or material, or whatever it might be, is not available within the production network, you can petition the government through this short supply process to get it.
