In 2011, amount of rare earth illegally mined and smuggled out of the country exceeded China's official export figures. Chinese now calculate those major trading partners as imports from China; they think there is a lot of illegal export. Last year, the Chinese government cracked down on the illegal mines. In fact, this might be the reason why prices have come down.
