In 1860, violence breaks out in the Panamanian legislature again. Black Panamanians take up arms against the government. William Mervin, commanding the US Pacific Squadron, landed troops in Panama under the ages of protecting US citizens who lived in Panama from unrest. The whole situation ended uneventfully, but Mervin unwittingly established a pattern that would repeat itself more than a dozen times up to 1989.
