The idea is to make it so that we can take the aggregatable d g that we have in the syncronis setting and use it to t a dicag in the asinchronus setting. This would be a way for parties to agree on what the public ke is, which they are going to want to sign under. It's a way for them to do that in settings where there's not necessarily that obvious communication channel.
