Is Charity a Mean to Our Absolute End?

Man's natural ordering to the city is to the whole of which he is a part according to nature. When charity perfects this natural love of God more than self it does not do so through the city as a whole. To attain that good even for his soul alone would be more than all creation and all its natural goods. If man can attain that independent of the fate of the earthly city then it seems he's leaving that city behind as a dispensable means yet what he is leaving behind has its own teleology that grace does not destroy.
