What Is Competitive Federalism?

Premier: Competitive federalism is a natural state of things where states can compete with each other. In fact the sum of this competition is much desired, if they are competing on better healthcare conditions or better infrastructure it is all desirable. We need to investigate this deeper right like why is it that we are in a situation where states are not competing for things like you know better law and order situation? What do you think?
